| Since its establishment in 1990, the Regional Environmental Center for Central and Eastern Europe (REC) has implemented and supported environmental projects with a cumulative budget of more than EUR 100 million in its beneficiary region. The funds came from governments, inter-governmental and private institutions wishing to contribute to environmental democracy in Central and Eastern Europe. The REC — an international organisation whose office network today covers 17 countries — was established by the United States, Hungary and the European Commission. It is legally based on a charter signed by the governments of 29 countries and the European Commission with a mission to assist in solving environmental problems in Central and Eastern Europe. The center fulfils this mission by promoting cooperation among non-governmental organisations, governments, businesses and other environmental stakeholders, and by supporting the free exchange of information and public participation in environmental decision making. The REC provides a neutral platform and gateway for dialogue, networking and cooperation among stakeholders and partners at the global, European, national and local levels. The special multi-stakeholder approach and sectoral integration efforts of the REC offer innovative, demand-driven services to stakeholders, and aim for the highest benefit for the European and global environment through the implementation of sustainable development. In this spirit, more than 3,000 projects have been implemented to date, covering the fields of NGO support, environmental policy, biodiversity, local environmental action programmes, strategic environmental assessments, climate change, renewable energy, environmental investments, law drafting, public participation, resource management, capacity building and environmental education. One of the best examples of the REC’s efforts is the GREEN PACK, a multi-media environmental curriculum kit designed for teachers. Since 2001 it has been adapted and translated for distribution in seven countries (Poland, Bulgaria, Hungary, Czech Republic, Slovakia, Russia, Albania). It has been used by some 12,000 teachers and 1.5 million students. New adaptations of the GREEN PACK will soon be launched in Azerbaijan, the former Yugoslav Republic of Macedonia and Turkey. The development of the Green Pack was made possible by the cooperation and good will of many individuals and organisations who contributed to its content: NGOs, governments, institutions, educators and the business community.
