RECs Network

In response to the May 2003 Kiev Declaration, adopted by the ministers of environment of the United Nations Economic Commission for Europe (UNECE) region at the 5th Environment for Europe Ministerial Conference, and more specifically their statement that “a larger concentration of efforts on East European, Caucasian and Central Asian (EECCA) countries is needed,” the Regional Environmental Center for Central and Eastern Europe and its five sister regional environmental centres from the region met to discuss opportunities to support the implementation of the strategy and the transfer of lessons learned.

Published in October 2004, a new brochure in English (PDF, 660Kb) and Russian (PDF, 660Kb) highlights the RECs Network response to the EECCA Environmental Partnership Strategy. This package of eleven initiatives, supported by high-ranking officials from EECCA, was presented at a RECs Network Breakfast Event, hosted during the Kiev+1 Conference of Environment Ministers from countries of Eastern Europe, Caucasus and Central Asia and their Partners, which was held in Tbilisi, Georgia in October 2004.

Since March 2003, the six environmental centres have cooperated via regular dialogue, 10 regional meetings, five sub-regional meetings, five public round tables, drafting of common Principles for Partnership, and several common actions and projects. Several donors, including the European Union, the Organization for Security and Co-operation in Europe, and the governments of the UK, the Netherlands, Italy and Germany, have supported the network and its activities.
