Concept
International negotiation has just started since COP13
to develop the post-2012 framework under UNFCCC, aiming at concluding
its work by the end of 2009. It is expected that the outcome of the negotia-tion
process will be closely interrelated with arrangements for the second
commitment period of the Kyoto Protocol which is mainly discussed under
the Article 3.9 (Ad hoc Working Group (AWG) on future com-mitments of
Annex I (developed) countries), Article 9 (on review of the Kyoto Protocol)
and Russian Pro-posal (on voluntary commitments of non-Annex I countries).
Therefore it is of urgent necessity for CEE and Turkey to investigate
this issue from their own perspectives and establish their own position
to best reconcile their own interests with global needs.
This workshop is to provide with a forum for the countries
to discuss issues relevant to the future frame-work. Recognizing that
this is a very complex issue and deserves intensive investigation within
each coun-try, this workshop will try to inform the stakeholders an appropriate
overview of current situation and assist them to identify critical questions
to be addressed afterwards within their own countries, rather than try
to find solutions.
Objectives

knowledge by providing up-to-date information relevant to the post-2012
framework
- to help participants to identify critical questions
to be addressed in developing future climate poli-cies and find the
way to move forward
- to provide opportunities to find possibilities of
cooperation with the other nations/stakeholders
