Selection Process

The selection process was based on an evaluation of top-scoring venture concept papers (VCP) on a country-by-country basis. Prior to the evaluation meeting, members of the business advisory committee (BAC) and grant providing organisations (NESsT and the REC) have scored each VCP according to previously agreed criteria (see "Guidelines for Venture Concept" Paper Preparation). These scores were then averaged and used to rank the VCPs. This process was applied to all VCPs regardless of country of origin and then repeated for each country individually. As a result, five tables were produced: a general one showing top VCPs overall, and four tables ranking VCPs by country of origin. These tables served as a basis for VCP evaluation.

Beginning with the highest-scoring VCP, the evaluation panel was first introduced to the scope of the project and then to the background of the NGO. SNFP partner organisations and the REC country offices in each participating country provided the background information. It was decided to discuss VCPs on a country-by-country basis. As consensus was agreed upon as a tool to reach agreement between all evaluators, an order of discussion emerged, giving the floor first to the BAC member representing country of origin of discussed VCP and then other experts. Since the Slovenian expert was not present, the meeting facilitator took over his role. When the panel could not reach a decision, the VCP was marked as pending and left for further discussion at the end of selection process for each country. This deferral assured that every highest ranked VCP was evaluated prior to closing its country selection.

As a result, 14 VCPs were selected: four from the Czech Republic, four from Hungary, four from Slovakia and two from Slovenia.
