
Background
The
PEIP programme has been developed and implemented within the framework
of the Regional
Environmental Reconstruction Programme for South Eastern Europe
(REReP).
To date, PEIP has gone through three periods of
activity:
PEIP 2007 - 2009
PEIP 2003 - 2005
PEIP 2002 - 2003
Objectives
The overall objective of the PEIP programme is
to reduce the pressure on the environment in the South Eastern European
(SEE) region through assistance to national governments and municipal
authorities in strategic environmental investment planning, preparing
environmental investment projects, and finding donors for realisation
of the projects.
The Investment Challenge in SEE
Through the Stabilisation and Association process,
the SEE countries are moving towards harmonising national legislation
with the EU environmental acquis, as well as implementing new legislation
according to prescribed schedules. In the environment sector this
requires serious capital investment into infrastructure. This presents
a particular challenge for SEE countries as they lack readily available
investment capital and market-based financing mechanisms.
PEIP support to environmental investment
planning
The programme facilitates a process of strategic
environmental investment planning by national environmental authorities
through identifying and prioritising necessary and relevant projects
as well as appropriate project formulation and preparation, for
which resources in the countries are limited.
PEIP supports national environmental investment
planning in SEE, through institutional strengthening and capacity
building. The work covers the air, water, and waste sectors, which
represent the priority environmental heavy-investment needs in the
region.
The Programme also provides valuable
information to the Donor Community,
including:
- Background information on environmental and
institutional needs and priorities;
- The status of environmental investment planning
in the region;
- A Pipeline
of priority environmental infrastructure projects in a strategic
framework.
PEIP approach
Regional: project
activities cover the SEE countries, including projects prioritized
according to regionally agreed criteria.
Process: enabling the long term process
of compliance with the EU acquis and environmental improvement in
the region, through providing a regional framework for investment
planning and good practices.
Stakeholders: the project introduces a
multi-stakeholder approach to investment planning, involving all
key players into the process.
Collaboration: the project has developed
working relations with key environmental initiatives working in
the region, includink DABLAS,
Project
Preparation Committee (PPC), and Infrastructure
Steering Group for SEE (ISG), and the Danube
Investment Support Facility (DISF).
