• This newsletter is part of the Sofia Initiative on Economic Instruments (SIEI), an initiative set up by high officials from Central and Eastern Europe and approved by the 1995 Sofia Ministerial Conference "Environment for Europe". The SIEI is chaired by Vice-Minister of Environment of the Czech Republic, V. Bizek. The Regional Environmental Center for Central and Eastern Europe (REC) is providing the Secretariat of the SIEI. This first issue of the newsletter is edited by Jürg Klarer and Eva-Maria Knaus from the REC.
