Development Of Joint Environmental Investment Projects
 

Activities
Strategic environmental assessment (SEA) — an evaluative framework similar to environmental impact assessment, but applied to groups of (instead of individual) projects, policies or programmes — is a powerful way of evaluating various alternatives at the sectoral or regional level.

The ITF supports the REC in work on the international codification of modern SEA systems within the Environment for Europe Process and Rio+10 processes, which includes:

  • REC participation in negotiations on the SEA Protocol of the UN/ECE Espoo Convention;
  • pilot SEAs applications of national programming documents for future use in the structural funds; and
  • promotion of SEA within the Environment for Europe and Rio+10 processes.

Activities have included drafting a REC position paper on the SEA protocol, participating in negotiations, and facilitating consultations among CEE countries. Technical assistance was also provided for SEAs on the Single Programming Document of Estonia for EU Structural Funds and the Single Regional Operational Programme of Hungary for Structural Funds, and a workshop was held on environmental assessment in Johannesburg in September 2002 at the World Summit on Sustainable Development.
