	Local Governments As a result of the decentralization process in most CEE countries, local authorities became responsible for managing water supply and sewage, heating supply, waste collection and disposal and land use planning. Recognizing the challenges as well as opportunities of this process, the REC provides its capacity building assistance in the areas of the Local Environmental Action Programmes (LEAPs) and EU Accession and its implications. 	National Governments National governments maintain the ultimate responsibility for the environmental performance of their country. 	Non-governmental Organisations Environmental NGOs are key players in the development of civil societies in Central and Eastern Europe. As they are established by and working for the public, they form one of the biggest and most active parts of civil society. 	Other Stakeholders Media The mass media in Central and Eastern Europe performs the vital function of keeping the public informed about the region's environment, thereby encouraging democratic discourse and facilitating public participation in the decision-making process.
