Observations
and Recommendations
Members of the Danube Regional Project Grants project team met on November
4, 2003, to review the projects selected and discuss the management and
future of the programme.
Observations from the first round of granting:
| Technical |
Issue/Scope |
- Complicated forms due to topic
- Long selection process
- DEF Training was useful (national level)
- Guidance in proposal preparation not sufficient (Logframe)
- Not enough funds for promotion of the grants at the National
level
- DEF/ICPDR contribution to selection process generally positive
(depending on the level of the National Focal points)
|
- Nutrients - Difficult /technical
- Specific Limited number of NGOs
- Focused Helped NGOs to be focused but limited their initiatives
- NGO capacities Limited understanding of the problems and the
way to address them
- End of pipe approach - Addressing users and not producers
- Stakeholders No clear identification and involvement from
preparation stage
- Differences between CEE regions (Accession/Non-accession)
|
Future Recommendations - For the Second Round
of Granting:

issues cooperate with DEF/ ICPDR.
- Provide direct assistance to NGOs in proposal preparation
REC/ consultants could provide.
