Observations and Recommendations

Members of the Danube Regional Project Grants project team met on November 4, 2003, to review the projects selected and discuss the management and future of the programme.

Observations from the first round of granting:

Technical Issue/Scope
  • Complicated forms due to topic
  • Long selection process
  • DEF Training was useful (national level)
  • Guidance in proposal preparation not sufficient (Logframe)
  • Not enough funds for promotion of the grants at the National level
  • DEF/ICPDR contribution to selection process – generally positive (depending on the level of the National Focal points)
  • Nutrients - Difficult /technical
  • Specific – Limited number of NGOs
  • Focused – Helped NGOs to be focused but limited their initiatives
  • NGO capacities – Limited understanding of the problems and the way to address them
  • “End of pipe” approach - Addressing users and not producers
  • Stakeholders – No clear identification and involvement from preparation stage
  • Differences between CEE regions (Accession/Non-accession)

Future Recommendations - For the Second Round of Granting:

  • Simplify the proposal forms and shorten the selection process – the REC will review the process.
  • Review the grants scope and make it more “NGO friendly.” NGO actions are not expected to reduce pollution directly, but rather create the basis for stakeholder cooperation and models for community actions.
  • Assist NGOs by providing more training on the Call issues – cooperate with DEF/ ICPDR.
  • Provide direct assistance to NGOs in proposal preparation – REC/ consultants could provide.
  • Improve stakeholder involvement – Provide finances for more PR materials to announce the calls more widely at the national level; raise awareness among other stakeholders; and cooperate with PP component.
  • More concrete actions at local level.
  • More community involvement activities.

Future Recommendations - For the Current Round of Granting:

  • Assist the NGOs with project implementation – use the independent experts and ICPDR's expertise.
  • Monitor grants implementation closely – Attend the NGO activities, use the grants and programme indicators to asses the progress.
  • Promote the outcomes of the NGO projects – REC Bulletin, Danube watch, DEF publications, REC website, ICPDR website, etc.
  • Develop a strategy and find finances to assess the sustainability of results after the project is finalised – discuss with the Donor.
