You are invited to participate in the Training for Environmental Inspectors and Permit Writers on the Implementation and Enforcement of the Seveso II Directive. The training is part of the multi-annual work programme of the Environmental Compliance and Enforcement Network for Accession (ECENA) for the period 2007 to 2010. Financial support for the training is provided by the European Commission CARDS 2005 Regional Programme.
The training, which focuses on candidate countries and potential candidates for EU membership, aims to increase capacities to implement and enforce the Seveso II Directive. The training will help acquaint participants with the transposition of the Seveso II Directive and will help them gain practice-oriented knowledge for enforcement. This will be achieved via sessions on the identification of Seveso establishments, the assessment of relevant documents, risk assessment and management, the inspection system and safety reporting related to the Seveso II Directive. The training will include a one-day on-site visit to a Seveso establishment, where participants will be required to perform a “pilot” inspection exercise based on pre-prepared checklists/documents.
ECENA is an informal network of environmental authorities from the potential candidate and candidate countries as well as the new member countries Bulgaria and Romania. The European Commission is also a member of ECENA.
The main objective of ECENA is to support its members in strengthening environmental compliance and enforcement in line with the obligations assumed in the EU accession process and — where relevant — their obligations under the Stabilisation and Association Process.
